this is 1" inch scale, about 22 inches long, in the photo it does look bigger, so that would be a no.

a rocket engine might use too much fuel, i would keep it simple, and use a jet engine.

real working steam crane

That crane was built by Jerry Brown. He is a member of the Southern California Home Shop Machinists.
Here is a link to more pictures of the crane as it was being built plus a nice article. It is quite a piece of machinery.
